1. Put the stat oa in debug mode and try the migration again
2. Open up the stat oa log and look for something similar to this:
frmcmp_batch.sh Module=XXXQRMST.fmb Userid=apps/password@testR12Dev
Module_Type=FORM Output_File=$FND_TOP/forms/US/XXXQRMST.fmx Compile_All=YES
3. Get the command that Stat is executing from Oracle and run it from the Oracle Ebiz machine. If you are getting ORA-12154, then try adding the following lines to frmcmp_batch.sh:
TNS_ADMIN=${TNS_ADMIN:-$ORACLE_HOME/network/admin}
export TNS_ADMIN
#TWO_TASK=; export TWO_TASK
#ORACLE_SID=< ORACLE SID >; export ORACLE_SID
