The previous version of ODR was not able to recreate the service principal and relied on the recycle bin whenever an application object was hard deleted.
Resolution
On-Demand Recovery now supports restore of hard deleted applications since November 22nd, 2023. The details for this new feature will be added to the next ODR Release History documentation that should be available in early December 2023.
