Is there a service monitoring SCOM management pack for GPOAdmin? If not any other automated Health check options? 

There is no performance counters that can be monitored.

WMI cannot be used to query GPOADmin's status.

There is no documented event to monitor, as GPOADmin is not designed with this type of monitoring in mind.

The only option would be to use the service control manager on the machine hosting GPOADmin to query for the status of the service.

Note this is not functionality provided by Quest, and is a technique you can use to query the status of any service running on the machine. Also note that the service control manager can only provided the statuses that can be seen in services.msc, specifically, running, stopped, stopping, or starting. No other information about the state of the service is available.
