After upgrade to 6.3, the Core is unable to contact the Rapid Recovery License Portal. The following error is logged in the AppRecovery.log file:

Phone Home v 7.0.1: Phone Home failed with unexpected exception.
System.ServiceModel.Security.MessageSecurityException depth 0: The HTTP request is not authorized on the Anonymous client authentication scheme. The server received the authentication header "". (0x80131501) ---> System.Net.WebException depth 1: The remote server returned an error: (401) Unauthorized. (0x80131509) at System.Net.HttpWebRequest.GetResponse () + 0x283 6000a20
Most likely the computer certificate the Core uses to authenticate with the License Portal is invalid and needs to be recreated.
To resolve this issue, recreate the Core server certificate:
5. Start the core service
After the core service is started it will contact the License Portal. If it is successful you will see a succeeded status on the Licensing section of the Core Settings page.
