WORKAROUND:
Restore the user by selecting the user from the Unpacked Objects and selecting Restore instead of restoring from the Difference Report. If the user was restored from Difference Report, either refresh the Difference Report and select to restore the licenses, or restore the user again from the Unpacked Objects list.
