One of the first operations that occur as part of a Mail Migration Task, is that the target mailbox is licensed and provisioned. If there is an issue mailbox-enabling one of the target Office 365 objects selected for migration, then the Mail Migration Task may become stuck on the Provisioning mailboxes operation.
WORKAROUND:
1.) There is a 5 hour delay for the Provisioning mailboxes operation. If you wait for this delay, then the problem mailbox will be skipped and the other users will be migrated.
2.) You can create smaller collections of users to migrate to help narrow down the target object that is causing the issue. For example, you can try breaking the original collection into two separate collections, top half in one collection, bottom half in another. This will help narrow down where the problematic user is located. You can continue narrowing down the users in the collection until you find the problem user.
3.) You can try provisioning mailboxes for all users in the collection outside of ODM, such as by using native Office 365 PowerShell commands, which should help identify the problem target object.

An Enhancement Request, ODM-897, has been logged to add additional logging around the Provisioning mailboxes operation in On Demand Migration.
