Checked selection sets used by full and incremental and they are the same
Checked expiration of full and it does not expire before incremental runs

The reason the incremental backup is not working is because the advanced option set being used for the full has backup life set to Archive.
As seen in NetVault administrators guide “An archive cannot be used as a base for Incremental or Differential backups.”
Modify backup advanced option > backup life to use backup
