Incorrect syntax or incorrect permissions.
WORKAROUND:
1. The SQL Server Service Account must have permissions to the destination folder (local system may be insufficient).
2. The backup file should be local to the OLR.exe program
3. Use a UNC path, not a mapped drive (again the SQL Server Service login must have permissions)
4. Login via SSMS to the instance where the backup file, the OLR.exe and the Temp & Ship directories are located (all local).
