Following a reboot of the NVBU server, or restart of the NVBU service, NetVault fails to startup.
Trace files show NetVault Process Manager is attempting to clear the nevault/tmp folder then exits.

This behaviour is covered in Bug 22792.
The .lck files are created by the foreign RAS support for DDBoost devices.
Temporary files are normally being generated and automatically deleted for status activities and logging activities associated with the DDBoost device.
For each temporary file created a .lck file is also created to prevent access to the temporary file when in use.
However once the temporary file is deleted, the .lck files are currently left behind.
Even with the device idle, there are still .lck files generated even though the temp files themselves are being deleted.
Although they are of 0 size, when NVBU is restarted it clears the files out but when there are over 8500 files present,
NVBU will fail to complete the startup as it is still busy clearing out the .lck files from the tmp directory.
A build up of files in the tmp directory may also lead to problems when a backup completes and Process Manager scans the tmp directory
to delete temporary files that were owned by a process that has completed its activity.
