Résolution

There is some information about the Web Monitor agent (in regards to using SSL) in the Online Help -
Admin Console | Actions Panel (right side) | Help tab | expand 'Managing Operating Systems' | User Guide | Web Monitor Agent | Agent Properties...
Here is some facts found there
WebMonitor Agent Properties:
- If you want the agent to use a secure socket layer, select the True option.

- If you want the agent to use a different port for monitoring, select the True option.
The HTTP default is port 80; the HTTPS default is port 443.

- If you selected Use different Port as True in the above step, enter the port number in the Enter Port Number box.
Informations supplémentaires

If still not connecting / collecting from url using SSL, one more setting - fixed the problem of not getting ssl type pages in the past:
"GET WHOLE PAGE" fetches the entire page, while "GET HEADER" fetches only the page status (for example, timestamp and size), which the Web browser uses to compare against a cached copy of the page.
this was changed to "GET WHOLE PAGE" and it worked (ssl pages were able to be collected on)
