The agent is not detecting it out-of-the-box, because a time difference can appear if servers are located in different time zones and than is not a problem.
But the following can be done to detect issues with the net time protocol daemon (NTP).
1. Option:
Use the process monitoring of the IC agent to catch crashes of the ntpd process.
To add a process to the process monitoring follow the steps in solution 149366.
2. Option:
Use the LogMonitor agent to find errors in the ntpd log file or any Foglight log file.
