Connection Issues on JavaEE Agent.

java.net.ConnectException: Connection refused
If Nexus is not listening or started on the FMS, This exception will occur in the Agent log.
telnet <fms hostname> 41705
If you receive Trying <fms hostname/ip>...
telnet: connect to address X.X.X.X: Connection refused
Verify the Ports listed in Performance Summary Report in the Support Bundle, to see whether Nexus is listening on the Port.
If it is not listening and netstat -a on FMS didn't show that FMS is listening on Nexus Port.
Then the following steps can be tried to start the Nexus.
1) Administration | Agents | Agent Adapters - Verify JavaEE-Cartridge is active.
2) Make sure Under Administration | Cartridges | Cartridge Inventory | Java_EE is enabled and green
3)Restart Nexus via JMX-console, since it is not listening on the FMS.
Restart the Nexus via the jmx-console(login with foglight user account)
a. Access jmx-console <http://fmshost:httpport/jmx-console>
b. Search for "com.quest.pas" and click on the MBean "service=JavaEE-Cartridge"
c. Invoke the method stop() wait for couple of minutes
d. Click on "Back to MBean View" and invoke the method destroy() wait for couple of minutes
e. Click on "Back to MBean View" and invoke the method start()
This should bring the Nexus listening on your FMS. Please do a telnet after this and verify whether it is listening on Nexus Port and Agent can communicate.
