Description
The following message is displayed in the Foglight console "There is another cartridge being installed and the process is not being completed" when trying to install a cartridge.
Checking the FMS management log gives
" Cartridge could not be activated, error: org.springframework.transaction.UnexpectedRollbackException: JTA transaction unexpectedly rolled back"

Resolution
Edit FGLHOME/server/default/conf/jboss-service.xml and look for the section:

name="jboss:service=TransactionManager"
xmbean-dd="resource:xmdesc/TransactionManagerService-xmbean.xml">
<attribute name="TransactionTimeout">300</attribute>- Change 300 in this section to 900- Restart FMS
