How to Associate Email Addresses with a Service?
Admin Console | Services | Service Builder | open Action Panel (right side) | Help tab | click on the 'More' which is the last word after
"Dashboard for editing FSMServices. Users can add new categories and services, as well as add and remove content from these services."

Here is the text of the topic from a FMS 5.5.8. Note that there may be a newer set of this info - that is why it is recommended to look this information up in the steps above in your version of FMS....
1 | On the Service Builder dashboard, click Edit Email List in the row for the service for which you want to configure email notifications. |
2 | Type the comma-separated list of email addresses. |
3 | Optional: click Test to send a test email to the addresses in the list. |
Note | Your Foglight administrator must configure Foglight to direct outgoing mail through your mail server before you can test this functionality. Contact your Foglight administrator if the Test button is disabled. |
4 | Click Save. |
Note | A service might be configured to ignore certain alarms. Foglight does not email notifications when they are fired. |
