On trying to install the ActionPack cartridge an error is received the ActionPack-API cartridge is not installed.
However there does not appear to be a CAR file available for this cartridge in the ActionPack package zip file.
The ActionPack-API is deployed as part of ActionPack-Runtime CAR file so installing this cartridge will eliminate this error,
