Foglight Synthetic Monitor for Internet (SMIS) -- first data delay of over one hour (4251936)

When we publish a Foglight Synthetic Monitor for Internet (SMIS) script to the Provisioning Portal, it takes over an hour for the initial data sample to show up in the FMS web UI. 

Software Defect. For customers publishing scripts to the Provisioning Portal who are located in a location that uses Daylight Time after the time has reverted back to Standard time, the data is sampled at the wrong timestamp: one hour earlier than the real time. This issue is being tracked as SMIS-107.
