After removing an agent blackout, the affected agent still appears to be blacked out in the "View Blackouts By Agent"
The Core-Hosts cartridge is not enabled
Re-enable the Core-Hosts cartridge.
The Core-Hosts cartridge contains some CDTs that link various objects together (e.g. agents to hosts, F4Host objects to Host objects, etc.). Without those links the FMS may not be able to create or update a Host object correctly.
