Basically both rules are doing the same.
The rule "DBO - SPI Long Lock Running" will be used when Performance Investigator (PI) is enabled. If PI is disabled the rule "DBO - Long Lock Running" rule is being used.
Currently both rules are there due to historical reasons, but this will be changed in a future release.
DBO - Long Lock Running
This alarm is invoked when the length of a lock, which was detected during the most recent lock tree snapshot, has exceeded a predefined threshold. Long running locks can lead to a queue of sessions waiting to update the locked object, and in extreme cases, can cause applications to hang.
In Oracle cartridge releases prior to 5.7.5.1
The DBO - Long Lock Running Expanded rule was removed with the 5.7.5.1 and higher versions of the Oracle cartridge.
