After creating a blackout using the Manage Blackouts within the Databases dashboard (Databases | Select database | Settings | Manage Blackouts), connections can be seen being made to the Database when a blackout is currently active. Why is this happening?
Use the main Blackouts dashboard (Administration | Setup & Support | Blackouts). From there the user will be able to select an Agent blackout. When this is selected, the entire agent will be blacked out and no connections will be observed to the database when the blackout is active.
Database cartridge enhancement request NGV-446 has been raised to address this in an upcoming release of the DBSS/DBO/DBDB2 cartridge.
