Description
Foglight Experience Monitor (FxM) agent fails to activate with the following error on the dashboard:
Could not complete the requested operation:
Agent is not activatable: ..FxM_on_host is not activateable.
The following is found in the Foglight Agent Manager (FglAM) logs:

ERROR [Startup Thread] QcnUtil\src\windows\qcn_message_windows - (internal error) Could not create outgoing inter-launcher named pipe \\.\pipe\e__quest_software_foglight_fglam_state_default_.qcnprocessrunner-host.msg: The system cannot find the file specified. .
ERROR [Startup Thread] com.quest.glue.core.deployment.DeploymentManager - Failed to initialize launcher for Out-of-Process Agent Package: FxM
ERROR [Startup Thread] com.quest.glue.core.deployment.DeploymentManager - Failed to build an AgentPackage from E:\Quest_Software\Foglight\fglam\agents\FxM\5.6.5-20120906-1449\config\agent.manifest. Cause: Could not transmit inter-launcher communications message (or receive the expected reply). Please check the logs for more information.

Resolution
1. Stop the FglAM
2. Ensure that no Foglight processes are running on the FglAM
3. Delete the following file:
<FglAM_install>\deploy\deployed\fglam-client-pkg-FxMCartridge-Agent-External.gar
4. Start the FglAM
5. Go to Foglight console | Administration | Agents | Agent Managers | Deploy the FxM cartridge
The agent will automatically recover and will get activated.
