ER: Change simple rules to allow for alarms to be sent to the alarms dashboard (4275116)

As per the current functionality simple rules do not sent alarms to the alarms dashboard. The ER logged will reivew the process of these types of alerts to consider allowing them to send alerts to the console.

There are two types of rules in Foglight: simple rules and multiple-severity rules. Simple rules do not generate alarms, they fire and invoke actions when their conditions are met. Multiple-severity rules include up to five severity levels and generate alarms when the condition associated with any one of its severity levels is met.

Enhancement request IC-1253 has been submitted to Development for consideration in a future release of  Foglight.
