Are there any reports in Toad for Oracle which could be run to verify and ensure the objects' version in database is in sync with the CVS repository?

None.
WORKAROUND
Run Utilities | Compare Files between the code in the repository and the code in the database or import all the code into another schema and run a Compare Schema.
