The issue is caused by the corrupt WMI repository. Attempt to open MMC -> Add/remove Snap-In -> WMI Control and connect to Local Computer ends up with error. Event Viewer show error connecting to WMI 0x80041002.
Attempt to repair WMI using the following script:

net stop winmgmt /y
for /f %%s in ('dir /b *.dll') do regsvr32 /s %%s
sc config winmgmt start= Auto
net start winmgmt
dir /b *.mof *.mfl | findstr /v /i uninstall > moflist.txt & for /F %%s in (moflist.txt) do mofcomp %%s
:: End of WMI reset
If this does not help, WMI needs to be recreated. Please note that this method is not recommended by Microsoft and should be only used as a last resort!
WMI repository will be rebuilt from scratch.
Test WMI Control MMC snap-in that WMI is working and can be connected to. Start the Core service
