Using On Demand Migration (ODM) to migrate a mailbox and it fails with the following error:
A UserId was not valid.
Both source and target email accounts exist and are able to be opened within Outlook.
Unmatch the mailbox and perform a new match and then then migrate the mailbox again. For more information see this solution:

If the migration of the mailbox fails again. Unmatch the mailbox again and perform a match it based on the source and target ObjectId within Azure AD by using a mapping file.
