To move Unified Communication Diagnostics to a new server.
1. On the old server, stop the Spotlight Diagnostic Test Engine and the Spotlight Distributed Collector services
2. Run the Unified Communications Diagnostics installer on the new system, choosing a custom install and not selecting the database portion
Once Unified Communications Diagnostic has been installed on the new server, see the following solution for instructions on how to migrate the Diagnostic console connections:

Once the new installation has been confirmed to be working correctly, uninstall Unified Communications Diagnostic from the old server
