To resolve this issue you need to perform the following steps:
1) Stop the CMN Mail Connector.
2) Delete all looping messages from the mail.box(s) on Lotus Domino.
3) Purge all the looping messages from the Exchange outbound queue.
4) Restart Lotus Domino.
