Al reiniciar el servidir en modo debug se confirmaron los siguintes errors:
2015-07-07 15:21:48.000 DEBUG [native] Not adding JVM library
D:\Quest_Software\Foglight\..\jre/bin/client\jvm.dll to the search path as it
does not exist.
2015-07-07 15:21:48.000 FATAL [native] Could not find any Java VM shared
library. The program will not be able to start correctly. Please check the JRE
subdirectory of the application home directory D:\Quest_Software\Foglight. The
error was 'No such file or directory'
Para solucionar este problema confirme que el folder JRE existe en el el directorio de Foglight.
En este caso, el folder jre habia sido renombrado a jre.old.
Despues de renombrar el folder a jre FMS reinici correctamente.
