The standard Windows Security rules apply, installing any application on a Windows server requires membership in the Local Administrator group for full access to the Windows sub-systems; the equivalent group on a DC is the Built-in Administrator.
The agent installation process created an installation folder, installs a service and adds registry keys. It may be possible to reduce the permission (less than Local Admin) by providing direct access to the specific subsystems but that will require some testing.
In addition to being in the Local Administrator group on the server, the Coordinator installation process may require access to Active Directory for creating the require security Groups if they don’t already exist.
