We can access the .json file using https://login.windows.net/.onmicrosoft.com/.well-known/openid-configuration
We can connect to the tenant using tenant id in PowerShell.

Resolution
Firewall blocking the connectivity from Enterprise Reporter, unable to reach the tenant.
