The following error is shown while opening the Report Manager.
The input is not a valid Base-64 string as it contains a non-base 64 character, more than two padding characters, or an illegal character among the padding characters. ---> System.FormatException: The input is not a valid Base-64 string as it contains a non-base 64 character, more than two padding characters, or an illegal character among the padding characters.

Cause
Corrupt report or someone opening the Report from an older version and importing it back into the database. -
Resolution
Resolution
- Connect to the Enterprise Reporter database with the SQL Management Studio
- View the contents of [ReportMetaDataID]
- View the Definition Column and look for any definition that is not encrypted, out of place, or appears a XML data
- This row will need to be restored from backup or change the Definition contents to match a known good Definition in order to load the console and delete the bad report from report manager after it is able to launch again. -
