Not able to update or delete Discovery nodes.Error "Task is running" (4237423)

When updating or deleting Discovery Nodes and error message appears "task is running".

There are no running tasks.

1. Close the ER Configuration Manager console
2. Access the SQL Management Studio and run the following:
    - use dbReporter
    - update [tblTask] set Status = 'Finished', AssignedNodeID = null, EndDate = StartDate, SeqNo = null where [Status] not like '%%Finished%%'
    - update [tblJobRun] set Status = 'Finished', EndDate = StartDate, SeqNo = null where Status not like '%%Finished%%'
3. Open the ER Configuration Manager console and update or delete the nodes
