DSP: DOM2AD: Duplications on a repush (4300857)

Issue 

* Sync Notes user to AD as a Contact
* Delete the Contact and Create that same user as a Mailbox
* And now repush and repull, and the user appears in Notes as a Contact as well as the original main Person Document

Solution 

The contact is being recreate is because of 2 main reasons:

1. Allow foreign directory synchronization value in the Lotus Notes person document is set to YES and,

2. Repull command is done from BT Dirsync server.

Thus, in order for the contact not to be recreated after mailbox is created the Allow Foreign Directory Synchronization field in the person document must be set to NO first prior to mailbox creation; followed by PULL command from Lotus Notes to SQL.
