Cause
The following option should be selected to allow for SID History syncs:

Settings | General | Profile Info | Profile Scope:
You need to select the following option:
INTER FORESTWhich allows for objects to be synced between multiple forests (to include SID History)Selecting the Intra Forest option will cause the SID History option to be grayed out (unable to select it)
