Resolution #1:
Using a Group Policy Template Element and the ADMX file called: MicrosoftEdge.admx.
Latest ADMX available for Windows 10, at the creation of this article can be downloaded from this Microsoft Site. (It is a good idea to browse the internet and look for the latest available Windows 10 ADMX templates)
1- Download the ADMX templates and run the installation file on the Desktop Authority server. (take note of the installation path, it will be used during the import ADMX process).

Using a registry element.
1- Create a Registry element with the following data:
Action: Write Value
Hive: HKEY_LOCAL_MACHINE
Key: SOFTWARE\Policies\Microsoft\MicrosoftEdge\Internet Settings
Type: REG_SZ
Value: ProvisionedHomePages
Data/expression: Enter the Start Page information here i.e:https://support.quest.com/desktop-authority/kb
