First try to run your Oracle user wizard as sys to create objects for your spotlight user.
If that doesn't work then please use the manual script taken from your PC to be run on the server you are connecting to.
The manual script's default location on your PC (to be ran on the monitored server directly) is on your client machine where you have your Spotlight installed under : c:\Program Files\Quest Software\Spotlight\Plug-ins\SoO\OracleScripts (you will find there also an HTML document explaning).
You can copy or ftp that script file to your monitored server and run it there (spool) from SQL Plus (@install.sql).
Once finished then go back to your client machine and use that user you just created with the script (or upgraded), for your new connection in Spotlight's connection manager.
If the above doesn't help then upgrade to 8.1 and use the upgraded script from this same directory
