After filling in the appropriate information on the "Select Destination Exchange Server" within Notes Migrator for Exchange then clicking next, error: "The Exchange Admin/Migration user must have 'Receive As' permissions to the mail store" is displayed in a pop-up message. This error is also seen in Migrator for Groupwise in the Exchange configuration.
Furthermore, when you click ok, and then click the back button, and then the next button again, you may be prompted for credentials to be used when connecting to the outlook profile. Once these credentials are entered, the product can continue and the migration is successful.
1 - May be caused is the receive as permission has not been set on the mailstore(s).
2 - May be caused if the current logged in user on the workstation is different than the Quest Migration account (specified in the Quest product). Furthermore, this logged in user may be inheriting a deny for the "receive as" permission by association via a group membership.
3 - Outlook MAPI may be malfunctioning on the workstation.
4- Verify you can open Outlook as the migration account and open the users mailbox in question, as this could be a firewall issue if the receive as rights have been configured and you can not open the mailbox with Outlook.
5- Quest Migration Account is a members of protected groups in the Active Directory
Setting receive as rights in Exchange
To set the Receive As privilege in Exchange (for all mail stores):
1. Launch an Exchange Management Shell.
2. Type (in one continuous line):
get-mailboxdatabase | add-adpermission
-user -extendedrights Receive-As
Log into the workstation using the designated Quest Migration account, which has the correct receive as permissions.
2 - Ensure that the current logged in user has no inherited denies for the "receive as" permissions.
3 - To ensure that the Outlook MAPI is working correctly it is recommended to do one of the following: Re-create the Profile being used for the migration, run a "Repair" of the Outlook client or a "FIXMAPI" from the command line.
Note that with Outlook, the Exchange profile must also be configured to prompt for credentials and NOT use Cached Exchange Mode.
To do this:
1. Open the Mail icon from the Control Panel
2. Click Show Profiles.
3. Highlight the Exchange profile and click Properties.
4. Click Email Accounts.
5. Under the Email section, select "View or change existing e-mail accounts" and click Next.
6. Highlight Microsoft Exchange Server and click Change....
7. Under the Microsoft Exchange Server box, deselect "Use Cached Exchange Mode".
8. Click More Settings....
9. Select the Security tab.
10. Check the box for "Always prompt for user name and password."
11. Click OK, Next, and Finish saving the profile settings.
NOTE: The Exchange profile must also be configured to "Prompt for a profile to be used"
Please also consider the possibility in some environments "Cached Mode" is enabled, although showing "Disabled" in the Outlook profile options (previously explained) has been ultimately disabled by changing the registry key as follows:
HKEY_CURRENT_USER\Software\Microsoft\Office\12.0\Outlook\Cached Mode Setting = 0

If this message is still being displayed despite everything above being verified, please also check the following:
Again, Right-click on Mailbox Store, and select Properties/Security
Click "Advanced", and then look to see if the check box for "Allow Inheritable Permissions" is checked.
If so, you may need to add a new entry to the list for the Migration User with the Receive As permission checked.
