Outlook/Office DLLs have become damaged.
This can happen during an Outlook/Office Update or if you upgrade to a new version of outlook outright
You will find a similar error in the Window Event Viewer:

To resolve this issue try the following steps.
1. Uninstall Outlook/Office
2. Remove any remaining registry keys for Outlook/Office
3. Reboot the server
4. Reinstall Outlook/Office
5. Reboot.
Once the server comes back up the postprocessing service should stay running and processing documents.
