The Computer Browser service on the machine in question is stopped.
Open 'Services.msc' on the Windows computer, locate the Computer Browser service, right click on it and and select 'Properties'. Select the Recovery tab and use the drop down menus to select the option to 'Restart the Service; for 'First failure' and 'Second Failure'. Verify that the service is in 'Started' status.
If the Computer Browser consistently fails when the computer is restarted, locate the third party utility, service or application that is conflicting with the Computer Browser service.
