Disable Quotas until the migration project has completed.
Check the litigation hold and retention policy, other than that we provided some commands that can clear the recoverable items folder. The commands must be running a few times to continue to flush the folder.
Our Development team has confirmed Notes Migrator DOES NOT touch the 'Recoverable Items' folder when the engine writes to the target mailbox.
You can also increase the recoverable items folder quota by enabling litigation hold then disable it, this will increase from a default limit of soft(20GB)/hard(30GB) to 100GB.

If the above doesn't resolve the issue, check the migration workstations to ensure the following policies are not enabled.

If Litigation Hold is disabled, then the next thing to check is the Recoverable Items folder, which contains subfolders. Please refer to the links provided below on the recoverable items folder and how to clean it up.
