Collaboration Servicews does not play any role in mail delivery between synchronization parthers.
Collaboration Services creates "stub" mail enabled objects in the subscribing sites Active Directory. These stub objects are populated in the Global Address List in Exchange.
When Mail is sent to one of these stub objects the Exchange server reads the SMTP address listed in the targetaddress AD attribute for the object. Exchange then delivers this message via SMTP to the correct user in the publishing partners Exchange organization. All mail flow including bounce back messages, and NDR reports are handled by Microsoft Exchange.
