Resolution
Starting Code Tester 3.3, the Repository setup was improved to control access and prevent unintentional overwrites of the Repository.
A new 'CTO_ADMIN_ROLE' role was added. Only a user that has this role can administer a Repository through the tasks that are under the Administration folder of the Code Tester installation. The Repository Wizard verifies that the user has this role before allowing the task to be performed.
A new Repository can be installed by any user during the initial installation of Code Tester, but the 'CTO_ADMIN_ROLE' role is required to install or upgrade a Repository after the initial Code Tester installation.
Please consult with your Oracle DBA or the designated Code Tester admin person at your site, and request that person to perform the Code Tester Repository upgrade. Alternatively, you can ask that person to give your user the 'CTO_ADMIN_ROLE' role so that you may perform the Repository upgrade yourself. These are Oracle related changes on user permissions / privileges; your Oracle DBA will know how to perform the aforementioned items.
