Hard-Coded Files References Scan Plug-in Inconsistent Results (98176)

There are discrepancies between the number of issues being raised by the Hard coded file references Scan (v3.42) plugin.

While the same plugin appears in the Windows 7 and the Windows Server 2008 Report Groups, the number of times this issue gets flagged under the Windows 7 group far exceeds the number of instances under the Windows Server 2008 group.

Given that they are similar architecture and the plug-in is the same version under both groups, at least on the surface this appears to be an issue.

ChangeBASE does not currently detect when a plugin is corrupted in some way before running it, therefore, to modify it so it does.
