ChangeAuditor Agent on 2008 (R2 and non-R2) Domain Controllers show an ERROR: "No foreign root do (4354076)

After a rebooted, the ChangeAuditor Agent on 2008 (R2 and non-R2) Domain Controllers show an ERROR: "No foreign root domain DNS name configured" during startup in the Agent logs and the Agent fails to start and does not re-try.

Most cases of this happening is simply because the ChangeAuditor Agent is attempting to start up during a time when Active Directory is not yet completely initialized on the Domain Controller.

To work around this issue (on Windows 2008+), set the ChangeAuditor Agent service to "Automatic (Delayed Start)" from it's normal "Automatic" service property, this will allow the Active Directory type components to initialize before the Agent attempts to start up.
