Variable added to the TO line of an Alert does not appear on the email sent to users -
Description
When an SMTP alert is configured to send to email addresses and a variable (such as %WHO%), the user that resolves to the variable is not listed on the same email as the other users added to the alert.

Cause
Two emails are generated and sent when adding a variable to the TO. One of the emails is sent only to the user that is the variable (such as %WHO%). The other email is sent to the additional recipients. -
