The timeout period elapsed while attempting to consume the pre-login handshake acknowledgement (4294187)

Consider the scenario where the Coordinator stops immediately after starting and the following is logged in the Coordinator log:

 

[INFO][Quest.Data.ClientSql.HandleException(0)] SQL error: TIMEOUT on np_SystemPropertyIntGet

 

[ERROR][ChangeAuditor.Sys.DataAccess.SystemPropertyObjectGet(0)] SystemPropertyObjectGet (np_SystemPropertyIntGet) Error: Connection Timeout Expired.  The timeout period elapsed while attempting to consume the pre-login handshake acknowledgement.  This could be because the pre-login handshake failed or the server was unable to respond back in time.  This failure occured while attempting to connect to the Principle server.  The duration spent while attempting to connect to this server was - [Pre-Login] initialization=15404; handshake=11812;
