There are a couple of places that this can happen.
One is the workstation and the other is at the server level. On the workstation the location documents in the local contacts could be set to use Notes Rich Text for the Format for messages addressed to the Internet. Notes Rich Text will appear as standard plain text.
The other option is the Server Configuration Documents.
On the MIME Tab/Conversion Options/Outbound is a Message Content Field.
This can be set to: from Notes to Plain Text from Notes to HTML from Notes to Plain Text and HTML Create multi-part alternative including conversion and encapsulation.
Please make sure that this is set to from 'Notes' to 'HTML' for all servers.
