Error while worker is provisioning Public Folders "Failed to create folder '\FolderName\subfolder' on server 'O365'" -
Description
While syncing Public Folders, when trying to provision the first test folders, getting the following error:
Information - Starting folder sync from source->target (p-fi.local->tenant.onmicrosoft.com)
Information - Successfully connected to MS Online (O365) host 'ps.outlook.com' service with account '.Test@domain.com' using scope 'O3651'
Error - Failed to create folder '\FolderName\subfolder' on server 'O365'.
New-PublicFolder -Name -Mailbox "Value"
Cannot bind argument to parameter 'Name' because it is an empty string.
In the database, looking at the jobs, it points to source and target Public Folder IDs
• For the Source IDs, in the PublicFolder table, the name is populated - source in On Premise
• For the Target IDs, in the PublicFolder table, the name is blank - Target is O365
In the table below, the top row is the target, and the bottom is the source

We are able to create test Public Folders in O365 with these accounts.
In Outlook, we can see the Public Folders, so no permissions issues -
Cause
We found the folders in error have a blank name for the foldername in CMTEUP_Publicfolder for the TARGET folder.
When ExPro creates the Public Folder job it creates the target public folder in the DB before it creates it in Exchange target.
For whatever reason it has created the record in the SQL database with a blank name which is why the Powershell script is blank.

Resolution
The solution is to delete the Public Folder Job and delete the wrong Target entry record in the SQL database.
Create the job again and see if it creates the Target folder correctly in the DB
