EV Import may log: Access denied. Insufficient permissions to access the requested object(s) (4279437)

Issue
The EV Import Module may log the following error, repeatedly:

2015-04-07 08:08:34Z|1243| 10|ERROR| ImportItemImpl|Error ingesting item into EV Void Insert() Access denied. Insufficient permissions to access the requested object(s).  at KVS.EnterpriseVault.Interop.IItem.Insert()  at ArchiveShuttle.Module.EVImportModule.ItemImport.ImportItemImpl(EVImportItemContainer evImportItemContainer)

 
This error is coming back from the Enterprise Vault API. To find out the root cause of the error a DTRACE of StorageOnlineOPNS can be performed.  In reviewing that, the following may be seen, repeatedly:

1083209 10:13:42.414  [5908] (StorageOnlineOpns)  EV:M {CVaultStorePartitionCache::ReadEntry:#130} There isn't an open partition for Vault Store [1078BC271AE8F1A4FA135FD983D75A4D91210000EVSITE]

Solution
At least one vault store partition should have the status Open.
