Description
After a first installation of Offline Client it synchronizes only Folder structure not the content of them.

Cause
The behaviour is by design. The default set of folders to be synchronized should be defined prior to first synchronization.

Resolution
To make the Offline Client synchronize the content of folders go to Tools menu of Outlook click on Offline Archive Tab and select folders in Offline Client to synchronize. See example below:
