Cause
There is a error in reading the memory of the hyper-v vm its memory in the vm was in GB but it does not see it correctly in MB's

Resolution
WORKAROUND: Shutdown the vm in hyper-v manager and go to the vm settings and change the memory to MB's and input correct MB of memory. Restart the vm and the exchaner DB should mount. -
